China NDRC: Dual Carbon Goals Are in Prominent Position

PVTIME – Recently, A special meeting was held by the Environmental and Resources Department of the National Development and Reform Commission of People’s Republic of China (NDRC), to study detailed work to achieve Dual Carbon goal.

In 2021,a series of documents revealed by China built up a “1+N” policy system (“1” stands for one guidance, “N” stands for numbers of action/implementation plan) with clear objectives, reasonable responsibility division, strong measures, and orderly coordination to achieve carbon neutrality.

To have CO2 emissions peak before 2030 and achieve carbon neutrality before 2060 is a major strategic decision made by China’s government with careful consideration. It is China’s solemn commitment to the international community and an inherent requirement for promoting high-quality development.

The government required that in 2022, carbon neutrality should be placed in a prominent position in the environmental protection work, and the daily work of the leading group office should be carefully done, focusing on the following aspects:

1. To speed up the improvement of the “1+N” policy system for carbon peaking and carbon neutrality. And promoting relevant departments to formulate and issue implementation plans and safeguard measures, strengthening overall coordination, and continuously tracking and evaluating the effects of relevant works .

2. To review and link the implementation plans for carbon peaking in various regions. To strengthen research and supervision, to help local governments to solve difficulties encountered in practical work.

3. To make breakthroughs in key tasks. to vigorously promote the green and low-carbon development of urban and rural construction, transportation and other fields, promote the deep integration of emerging technologies and green and low-carbon industries, and promote green transformation during development.

4. To promote energy conservation and carbon reduction at a high level. To improve the dual energy consumption control policy while renewable energy and raw material energy consumption would not be included in the total energy consumption control. To list the energy consumption for major national projects, and support for energy conservation and carbon reduction projects.

5. To consolidate the foundation of carbon neutralization. To build up a unified and standardized carbon emission statistics and accounting system, to optimize the relevant standards for Dual Carbon Goal, and keep training for carbon reduction professionals.

6. To coordinate and carry out international cooperation on climate change. To actively participate in international climate consultations and dialogues, and to support the United Nations Framework Convention on Climate Change and its Paris Agreement, adhere to the principles of common but differentiated responsibilities, fairness and respective capabilities, and safeguard China’s development rights and interests.
