40GWh! ESCA forms for standardised BESS procurement

PVTIME – Twenty-two major energy sector organisations have set up a new cross-market buying coalition, collectively representing 40GWh of planned utility-scale battery energy storage capacity, with the aim of streamlining hardware procurement across the industry.

Launched on 13 October under the banner of the Switzerland-registered non-profit Energy Storage Contract Alliance (ESCA), the group brings together utilities, independent power producers, developers, and asset owners. Its core objective is to introduce shared contractual frameworks for BESS purchasing rather than organising joint bulk tenders.

ESCA has released an open-access model procurement contract designed to serve as a baseline for commercial negotiations between buyers and battery system suppliers. The documentation addresses technical requirements, acceptance testing, commissioning, warranty arrangements, payment mechanisms and cybersecurity, and is supplemented by over fifteen technical appendices covering criteria from system level to cell level. The base contract text is freely accessible industry-wide, while the full appendix material remains restricted to alliance members. The template does not fix pricing, and commercial terms will continue to be negotiated individually between parties.

Founding participants include Neoen, Goldbeck Solar, Eiffage and Pacifico Energy. The steering group comprises senior representatives from MN8 Energy, Fortum, Neoen and Munich Re. The alliance organisers observe that aggressive, cost-focused tendering practices risk eroding contract standards within the rapidly expanding storage market. The new framework aims to mitigate such risks by promoting consistent procurement practices.
