Swiss Federal Council Rejects Mandatory Solar Panel Initiative

PVTIME – The Swiss Federal Council recently rejected a ‘solar initiative’ that called for the mandatory installation of solar panels on all suitable building surfaces nationwide. This decision was made due to concerns that the proposal would infringe citizens’ property rights and present significant implementation challenges. Proposed by the Green Party in December 2025, the initiative would have mandated solar panels on all suitable buildings and facilities, offering a 15-year grace period for existing structures and a one-year deadline for new or renovated buildings following legal enactment.

In justifying its rejection, the Federal Council highlighted that such mandatory requirements would violate citizens’ private property rights and spark disputes over the division of responsibilities between the federal government and the cantons. The Council also noted the proposal’s severe practical hurdles, including labour shortages and the substantial investment required for grid upgrades and increased demand for energy storage facilities.

Despite the rejection of the initiative, Switzerland’s existing legislation already supports building-integrated photovoltaics. Under the Energy Act, which has been in force since 1 January 2025, roofs or building façades exceeding 300 square metres must be fitted with solar panels. Additionally, the Cantonal Model Ordinance on Building Energy (MoPEC 2025) stipulates that new buildings and certain renovated structures must be equipped with solar power generation capabilities.

In December 2026, the Federal Department of the Environment, Transport, Energy and Communications (DETEC) will submit a detailed report on the initiative to the Federal Council. The Council emphasised that, although it rejected the full mandatory proposal, Switzerland will implement amendments to the Energy Act from 1 April 2026. These amendments will streamline procedures to accelerate the deployment of large-scale ground-mounted photovoltaic, wind and hydropower projects, with the aim of boosting domestic electricity production.
