13GW! Netherlands’ Polysilicon Project Granted EU Strategic Status

PVTIME – The Dutch Ministry of Economic Affairs has designated RESiLICON’s proposed 13GW green polysilicon plant in Farmsum, Groningen Province, as a strategic project under the National Zoning and Infrastructure Act (NZIA). This status grants the project national priority and fast-track approval, strengthening Europe’s domestic PV supply chain. Feasibility studies are complete, and the project is in the basic engineering design stage.

With an annual capacity of 26,000 tonnes (13GW), the facility will use the Siemens process to refine metallurgical silicon into ultra-high-purity electronic-grade polysilicon. RESiLICON holds the exclusive rights to AMS technology across Europe, the Middle East and Africa, reducing energy consumption by 30%. The N11-grade material will be used in the semiconductor industry and in high-efficiency PV modules (HJT and TOPCon).

Currently, over 85% of global polysilicon production is highly concentrated, leaving Europe with a critical domestic supply shortage. RESiLICON states that the project will eliminate reliance on external supplies by providing local raw materials for downstream PV manufacturing, and will collaborate with Dutch institutions such as TNO to develop next-generation PV technologies and establish a comprehensive regional supply chain.
