Germany Sets Out Ten Measures to Accelerate Hydrogen Market Build-Out

PVTIME – Following an assessment that progress has fallen behind earlier expectations, the German Federal Ministry for Economic Affairs and Energy has published a ten-measure package to accelerate the development of the domestic hydrogen market. According to the ministry, the main obstacle is the high cost of renewable and low-carbon hydrogen, which exceeds the price that many potential industrial users are willing to pay.

The measures are organised into four categories: competitiveness, infrastructure, demand stimulation and technological innovation.

To improve competitiveness, the ministry is seeking adjustments to European renewable hydrogen standards and greater stability in grid charges. The government also intends to diversify hydrogen supply sources to reduce import costs and strengthen supply security.

In terms of infrastructure, the government plans to develop core hydrogen pipeline networks, import terminals, and storage facilities in line with regional demand. Where appropriate, existing gas distribution networks are to be converted to support hydrogen transport.

To stimulate demand, the ministry intends to increase its support for industrial companies that adopt hydrogen technology early on, back the conversion of power plants to hydrogen operation, and establish a lead market for low-emission steel.

In terms of innovation, the ministry plans to reform the National Hydrogen Council and develop a dedicated hydrogen technology roadmap as part of Germany’s High Tech Agenda. The aim is to safeguard the country’s competitive position in hydrogen technologies.
