1.5GW! EDF Power Solutions and KOWEPO Join Forces for Abu Dhabi Solar Project

PVTIME – A consortium formed by EDF Power Solutions (France) and KOWEPO (South Korea) has signed a Joint Development Agreement (JDA) for the 1.5GW Al Zarraf photovoltaic independent power producer (IPP) project in Abu Dhabi. This landmark deal was finalised during the 2025 World Utilities Congress in Abu Dhabi, highlighting the growing global focus on renewable energy collaboration.

The Al Zarraf solar plant will be the fifth utility-scale solar project in Abu Dhabi, led by the Emirates Water and Electricity Company (EWEC). The project aligns seamlessly with EWEC’s strategic plan to increase Abu Dhabi’s solar capacity to at least 10GW by 2030. EWEC anticipates that at least 18GW of solar power will be operational by 2035 — a crucial step towards the Abu Dhabi Ministry of Energy’s clean energy goals for power production by 2035.

The 2025 World Utilities Congress, which attracted over 1,400 industry professionals and 500 speakers, focused on promoting sustainable growth through renewable energy, technological innovation, and cross-sector collaboration. Against the backdrop of a projected tripling of global electricity demand by 2050, discussions also addressed the challenges posed by digitalisation, electric mobility and rapid urban expansion, while emphasising the resilience of renewable energy grids and water systems.

EWEC initiated the tender process for the Al Zarraf project in January 2025 via a Request for Proposals (RFP). Initially, 20 companies and consortiums expressed interest, with 16 progressing to the bidding stage after prequalification.

The collaboration between EDF Power Solutions and KOWEPO showcases the Middle East’s potential as a key player in large-scale renewable energy investments, and demonstrates the power of international partnerships in accelerating the global transition to clean energy.
