Masdar Inks Dual German-Focused MoUs for Offshore Wind-Storage Investment

PVTIME – Abu Dhabi-based clean energy investor Masdar sealed two separate non-binding memoranda of understanding to expand its capital footprint across Germany’s renewable energy market, targeting integrated offshore wind and battery storage assets.

The first agreement was signed with the European investment firm Luxcara. Under this framework, the two companies will jointly identify potential investment opportunities totalling more than €5 billion. The collaboration will focus on hybrid project concepts that combine offshore wind generation with battery energy storage infrastructure in the waters of Germany’s North and Baltic Seas. The partners intend to evaluate feasible project structures, financing routes, and risk-sharing arrangements for future joint deployment.

In parallel, Masdar signed a second memorandum of understanding with German energy giant RWE. While no exact investment figures were disclosed for this deal, the document establishes a framework for the two parties to assess further collaboration in offshore wind and associated storage projects within Germany’s marine renewable zones.

Taken together, these two agreements represent a significant expansion of UAE-origin capital into Europe’s competitive offshore wind sector. Integrated battery storage is critical to balancing variable wind output, improving grid stability, and unlocking higher volumes of North Sea and Baltic Sea offshore wind capacity to support Germany’s energy transition goals.

It should be noted that both documents are memoranda of understanding (MoUs), meaning they set out strategic intent rather than creating legally binding project commitments. Concrete investment decisions will follow subsequent technical appraisal, commercial negotiations and regulatory reviews.
