Wales Mandates Solar PV for New Buildings from March 2027

PVTIME – From 4 March 2027, Wales is set to enforce a new regulatory requirement mandating that all new buildings incorporate on-site renewable energy generation systems. This measure is confirmed in the Welsh Government’s amendment to the Building Regulations, positioning Wales as the first UK region to introduce such a comprehensive mandate for new developments yet to commence construction.

According to Solar Energy UK, solar photovoltaic installations are widely regarded as the most practical and cost-effective means of meeting this requirement. The mandate will also extend to renovation projects involving roof modifications or changes to building use after its initial implementation.

To ensure meaningful compliance, the regulations specify a minimum annual generation threshold of 720kWh for rooftop solar systems. Buildings that are unable to meet this criterion, or that face grid access limitations, are exempt. Developers are encouraged to exceed this minimum threshold in order to enhance energy efficiency and reduce household costs. The new regulations are aligned with England’s upcoming Future Homes and Future Buildings Standards.

The MCS Foundation has welcomed the initiative, noting that it sets a positive precedent for other devolved administrations. Its research indicates that mandatory solar installations could deliver annual household savings, as well as providing broader benefits in terms of grid flexibility, carbon reduction, and supporting the domestic renewable energy sector.
