US Imposes Punitive Tariffs on Southeast Asian Solar Products: Industry Alarms and Global Supply Chain Ripples

PVTIME – The US International Trade Commission (USITC) has delivered its final ruling on solar products from Cambodia, Malaysia, Thailand and Vietnam, prompting an immediate reaction from the industry and raising concerns about potential market disruption.

The Solar Energy Manufacturers Association (SEMA) has issued a stark warning, demanding that the USITC publish the final tariff regulations by 2 June. SEMA argues that any delay beyond this date would allow importers to exploit a 90-day grace period under US customs rules. This could allow a flood of Southeast Asian solar modules, potentially worth billions of dollars, to enter the US market at current low or zero tariffs, severely undercutting domestic manufacturers. Initially scheduled for release by 30 June, the USITC is now under intense pressure to speed up its review process.

The new tariffs feature a wide range of differential rates, spanning from 34% to an extremely high 3,521%. Cambodia has borne the brunt of the penalties, with some firms facing the maximum rate of 3,521% due to ‘systemic circumvention’ after refusing to cooperate with investigations. Meanwhile, Vietnam’s unlisted companies will face a national rate of 395.9%, while Thailand and Malaysia will have average duties of 375.2% and 34.4%, respectively.

Chinese solar power heavyweights with production bases in Southeast Asia are directly impacted. JinkoSolar, for example, will face a 245% tariff on modules from its Vietnamese plant and a 40% tariff on modules from its Malaysian plant. Trina Solar’s modules produced in Thailand will be taxed at 375%, while its output in Vietnam will face duties of over 200%. JA Solar’s Vietnamese modules will be subject to tariffs of around 120%.

This ruling marks a significant escalation in US trade policy and will send shockwaves through the global solar supply chain, highlighting the complex interplay between protectionist measures and international manufacturing networks.
