PVTIME – Through its sovereign wealth fund Danantara, Indonesia has announced plans to build a large-scale solar panel manufacturing facility with an annual production capacity of 50GW. The project has been allocated an initial investment of USD 1.4 billion.

Indonesian authorities have confirmed that this initiative will provide significant support for the nation’s long-term carbon neutrality objectives. Increasing domestic manufacturing capacity will substantially reduce the capital costs of solar power projects and make renewable energy more competitive against fossil fuels. Local production will also enable project developers to comply more effectively with local content requirements, overcoming a significant obstacle that has previously hindered the deployment of renewable energy projects across Indonesia.
Beyond solar component production, the investment will generate broad and sustained economic benefits by stimulating demand in upstream and downstream sectors, including glass manufacturing, aluminium frame production, and semiconductor materials. This will support the development of a more integrated and advanced clean energy manufacturing ecosystem in Indonesia.
The foreign direct investment programme is set to launch in mid-2025, with commercial operations expected by the end of 2026. Rosan Ruslani has stated that the Indonesian government intends to prioritise an initial 13GW of solar capacity, focusing on regions with well-established power distribution networks. While the long-term ambition remains universal village electrification, initial deployment will focus on areas with mature grid infrastructure.
Indonesia’s national solar development programme, which aims to install 100GW of solar capacity, will prioritise rural electrification and will be supported by a 320GWh energy storage system to maintain supply stability. Around 80,000 rural cooperatives will be involved in operating and managing these projects, thereby strengthening community participation in the national energy transition.
